According to the Polish RES Act , photovoltaic power plants (and other renewable also), which become operational after 1 January 2016 have to compete in auctions organized by the President of the Energy Regulatory Office (ERO). Therefore the prices offered by the bidders on these auctions cannot exceed the above mentioned referential prices. In this respect referential prices should be treated in fact as the maximum bid price levels. Winners in these auctions shall be selected in two stages. First one is pre-qualification stage whilst second one is the real auction stage.

Mandatory targets of the Directive 2009/28/EC on the Promotion of the use of energy from renewable sources set by EU for Poland are 15 % by 2020. According to Polish National Renewable Energy Action Plan (2010), intermediate country’s target is 11.9 % share of RES-electricity in gross final consumption of electricity by the end of 2015, and this goal at the moment is far away from fulfillment.

Kazakhstan’s President Nursultan Nazarbayev has suggested to work out an effective system to manage the country’s oil reserves and to reduce their role as revenue generation source of the country. Various scenarios of oil production by 2050 have been considered by the Government. With a conservative scenario to produce less than 2 million barrels a day, Kazakhstan should maintain a stable oil production level and exports of petroleum products by 2050. Therefore such oil production rate would assure stable revenues for the National Oil Fund of Kazakhstan.

At the moment approximately 86.9 % of electricity in Kazakhstan is generated from coal power plants and approximately 12.9 % from large hydro power plants.

As one logical alternative to reduce country’s dependence of coal in electricity production, in Kazakhstan have announced investment intentions to put into operation by 2020 of over 700 MW (0.7 GW) solar PV projects. Distribution System Operators (DSOs) play an important role in the electric sector and renewable energy market particularly of CEE and SEE countries. Besides developing and managing the distribution network, which takes electricity the last mile to individual homes and businesses, DSOs are, in most countries in charge of other responsibilities such as grid connection of renewable energy power plants metering, settlement, public lighting, supply of last resort and some other public service obligations.

Effective competition in electricity markets is expected to take place and, for that, DSOs’ contribution is of the utmost importance. Distribution networks along with transmission networks are the physical link between generators and consumers and an open and non-discriminative access to the networks is an important pre‐requisite for a well-functioning electricity market, which can manage better increasing share of renewable energy production. Distribution networks must be able to integrate in a planned manner all renewable energy generation technologies, including decentralized generation, to manage electric vehicles in a significant quantity, to encourage demand side to play a role, providing consumers with greater information and choice of supply and to deliver enhanced levels of reliability and security of supply. Distribution grids will become smart, enabling this transition to a low carbon economy. This change may also have an impact on the business model of distribution of electricity, with some potential changes in the DSOs’ role and activities.
